The International Center for AIDS Care and Treatment Programs (ICAP), Mailman School of Public Health, is seeking a Senior Project Officer who will provide broad managerial support to the development, implementation, and evaluation of HIV prevention, care and treatment activities for multiple ICAP country programs in one of three regional teams. Current teams support programs in East, West and Southern Africa. Reporting to a Regional Program Director, the candidate will play a key role in ensuring that country programs are effectively supported by technical, financial and administrative units in New York, and will assist country programs with the development of annual workplans and new program initiatives, and with documenting and reporting program results.

Responsibilities include, but are not limited to,
Work with in-country staff to develop work plans for activities associated with HIV prevention, care and treatment and other health programs

Support the strategic planning process for ICAP country programs

Provide support to country programs via regular phone and e-mail communication and during periodic visits to countries

Identify barriers and possible resolutions to implementation of programmatic activities

Coordinate provision of technical assistance to designated country programs

Assist country program leadership with development of quarterly and annual progress reports and documentation of best practices

Travel to country programs as needed to assess implementation progress, troubleshoot barriers and update and evaluate work plans.

Facilitate communication between NY-based Program and Unit Directors and counterparts in country programs via regular phone conferences and/or face-to-face meetings

Ensure that country program staff are informed of Columbia University, ICAP, and donor policies and procedures and assist programs with these procedures

Help identify human resource needs of country programs and support recruitment efforts of international hires and senior country program staff.

Oversee and assist in the development of country program budgets and budget modifications and monitor program expenditures

Oversee the development and execution of sub-agreements by drafting or editing scopes of work (SOW), developing sub-agreement budgets and monitoring progress of contract deliverables and expenses

Participate in the preparation of monthly, quarterly and annual reports to government partners, presentations, articles and press releases, proposals and renewal applications

Address any queries or requests for reports or information from senior management, government funders and private donors

Support new business development by assisting Regional Program Director and grants and development team with development of proposals in response to requests for applications

Participate in the development/implementation of cross Unit, regional, and cross regional ICAP initiatives

Perform other duties as assigned

General Minimum Qualifications: Requires a Master's degree in Public Health, business or related discipline plus five years of related experience

Fluent in French required

Excellent oral/written communications, interpersonal, organizational, and computer skills

Candidate must possess the ability to work independently to perform the duties described in the job description

Extensive experience in program development and monitoring required

Regular travel (approximately 25%) to country offices required

Additional Specific Minimum Qualifications:

Preferred Qualifications: 3-5 years' experience in HIV/AIDS programs, including experience in developing country settings

Experience working with U.S. government-funded programs highly desirable

Bi-lingual English/Portuguese preferred
